To answer some of your questions about the design and intent of cfengine, I would recommend the system automation and network services section of the concept guide. There is also good information about key exchange there. Mark also has some great documentation tucked away in the Engine Room. There are also some videos there that I found useful to understand some of his ideas. Anyway, from what I understand the basic idea is to have all clients poll the cf-serverd for new policy files via update.cf/failsafe.cf every five minutes. This works well in my environment so I never bothered setting up cf-runagent. I keep a manual list of acceptable hosts who can connect and use this list in trustkeysfrom and allowallconnects.
