You lost me after you said 'force policy updates'. This is not the Cfengine way. Yes, it can do it but this is not normal operation. I encourage you re-evaluate your plan. I did not quite catch the rest of your description. You have multiple cf-serverd processes, listening on different ports. You run cf-runagent on a remote host as what user? Does the run agent connect to the correct port? What errors are you receiving?
