I want to use cfengine to manage configuration of several
non-root accounts on a server and I don't have root login. Both
cf-agent, and cf-execd are running just fine. Now I'd like to use
cf-runagent to force policy updates, but there is a problem.

AFAIIK cf-serverd should be run by each target account. If I have
multiple accounts per server, I'm able to assign unique port to
each cf-serverd instance. But each of them will identify itself
as root-{IP}. Cf-runagent can't distinguish them and choose
proper public key to authenticate the peer.

Is it possible to have this behavior changed, so server identify
itself with an actual user name?
