Indeed, this is correct. The hostname files were never supposed to be active for normal users. This was only for testing, as you could quickly fill up a disk with these files.
/var/cfengine/cf_LastSeen.db.HOSTNAME* has been moved to a sub directory and is switched off by default. Only the cf_lastseen.db is now used. Note the change in capitalization.
