The fix is already available in the newest svn sources. To get it now, you can use an svn client (e.g. "svn checkout http://source.cfengine.com/svn/core/trunk";). It's also possible to download a tarball from the svn web interfaces. Have a look at http://www.cfengine.org/pages/develop for a complete explanation. Otherwise, you can wait for Cfengine 3.1.3 which should be out within a couple of weeks (but then you lose the opportunity to check that the problem is gone before the release).
