This is an old debate throughout the life of cfengine. Yes, push is cool and it would get things done immediately; however, what is the end state goal here? Cfengine is to bring your machines into a desired state. Acting on reactionary and immediate response does not fit well with that philosophy. Would I think allowing runagent to run only selected bundles is cool? Certainly. But then I would fall in the trap of using cfengine more as a advanced dsh - push out this change, do this, do that.
