Kinda-sorta :-) Classes that are defined in a "common" bundle are global. Classes that are defined in any other kind of bundle are local to that bundle. See section 1.6 of the manual.
Likewise, classes are cached with an expiration time, but they do go away. Although they can be set with a test, the condition which sets them is not continuously evaluated - so they stick around a bit. Classes are stored in a database - so that the various components of Cfengine can share them.
