I guess it's in relation to avoid a non-official distro for the sake of HBQT. Proper solution would be to detach HBQT/HBXBP/HBIDE release schedule from core and make them available as a normal extra component which plugs into Harbour core distribution. (which should be created separately) As for QT libs, I don't know, but to me packaging everything but the kitchen sink together just to save one official download and official installation of QT component look like a very bad idea, even if it's legal.
