It's GNU Lesser General Public License (LGPL) version 2.1 or the Mozilla Public License (MPL) version 1.1. So, for sure it can be used as a separate .dll 860KB (your exe will find it if have for example GIMP in your path). I use this way, but I do not know MPL licence. Maybe it is more permissive.
