Technically it's possible although it makes distribution size grow
considerably, not to mention build times, which is already very high
and large part of this is hbqt lib. Building it twice for two compilers
won't help this. Also, static hbqt libs aren't very useful right now due
to licensing issues (except for open source development). So I'm
not convinced that most users would use this lib.

For all above reasons I think this is a perfect candidate to create
an extra installer, which add these libs to the standard Harbour
install tree (lib/win/mingw/libhbqts.a and lib/win/msvc/hbqts.lib).

If we see there is enough demand for this lib, we can consider
making it default in the future.
