For documentation license there is GFDL and Common Creatives,
for Harbour we've chosen the latter for some parts already.

Most importantly: Any license must endorsed by the author(s).

But I also see no point in creating something not compatible with
these free licenses.

I'm not sure this is necessary, in Harbour, xhb means a few
contribs (xhb, hbct, hbwin), which can be documented as such.
It's just a matter of decision (and extra work) to include contribs,
and which ones.

Lastly: Cost. Has anyone any idea, how much does such a
documentation cost? Maybe it would be good to get some
estimates before starting collecting money. Probably even better
would be if author(s) could collect money directly.
