2. Since Harbour is becoming more "GUI" then I think that it would be apropriate to enable IMG tags. In topics concerning the GUI I often display an image (or preferably clickable image thumbnail) to demonstrate the problem. "A picture speaks a thousand words"

AFAICS it's enabled. I hope Vailton can help here also :)

3. Avatars. To mailing list users this may be an alien topic, but as a regular forum user I find that small (say 50x50 px) avatars are very useful in quickly identifying users while scrolling down the page. I think that in a small community like Harbour this would be even more useful.

I've enabled avatars. Max size is 32x32 I hope it's enough
for the purpose.
