okay. we may remove/move hbmake when we have
a superior replacement.
I'll remove hbverfix and move hbpptest to tests.

Probably Rodrigo is right that some people may use hbmake
so maybe it will be better to leave it. But hbver is not
longer used or even functional with current hbppgen code.
Also hbpptest it's less important with new PP so I suggest
to move it to tests/hbpptest.
