Unusual behavior makes it tempting for observers to speculate (myself included). But ascribing bad faith is not necessary to move things forward. It should be sufficient to demonstrate whether or not a dissenter has met the obligations of their role in reaching consent (*within* the framework of the GCD process). So far, I would describe what I've seen from gabber as non-cooperation, for whatever reasons.
