Yes, it would help to trim this GCD down to just the changes along with the 'why' of the change (problem being solved) and 'why does this require consensus'. There is no need to restate existing documentation or other GCDs, as noted by others. We expect that contributors will refine patches to the cleanest possible implementation, and you have even noted in your GCD an expectation for every team member to participate in this process!
