It is not clear that this would always be a good idea. Of some packages
we have regular and minimal versions (for instance, minimal is needed to
bootstrap the full version; or minimal is enough as a native input for
building other packages).

On the level of the build farms, where most of the building is taking
place, a first consequence is that there is now one more package to build.
And at installation, we sometimes end up with a package depending through
different paths on both of them, so in fact the size of the total
installation has gone up.
