Would it be feasible and desirable to have a “sober” version and a
“complete” version for certain packages? In terms of compilation
options, inclusion of documentation, debug sections, etc => fewer
inputs.

Apart from point 8 of 22.10 Submitting Patches, I don't think there are
any specific guidelines on this. How do packagers decide what to
include, what options, etc.?

Here's an example to illustrate. Many R packages, including R itself
(not r-minimal), depend on pandoc for documentation. Ghc is not
available for aarch64 (#1858), a system that doesn't always have a lot
of resources... With "sober" versions, two benefits : more support, less
ressources.
