Had a quick look at the draft. Some comments:
1) sec 4.1
“
This section describes general terms used in the context of global routing 
operations, regardless of context.
… …
Router:
In this document, router always refers to a BGP speaker.”

but in section 4.3
“
Router:
Generally a term for a system forwarding network traffic on Layer 3. In the 
context of BGP, this usually refers to a BGP speaker.
”

Should the definition of the first “Router” be more general?

2) sec 4.2 “
Neighbor:
An AS to which an established BGP session exists.
”

but in sec 4.3
“
BGP Neighbor:
Also just 'Neighbor'. Two BGP speakers that exchange NLRI using the BGP 
protocol are neighbors.
Peer:
A BGP neighbor, if not used to describe a relationship.
”
BGP Neighbor is an AS or a BGP speaker? Does “Peer” here mean BGP Peer?


Finally,
1) IMO, it would be helpful if more terms can be followed with references. On 
the one hand, it can help people better understand the meaning, on the other 
hand, it can help avoid misunderstandings of terms.
2) Also, I would suggest that the draft can get a broader review by the 
community.
