Basically the top-level goal is that man(1) keeps on working at least as well as before in Japanese locales. (I think Chinese sort of works at the moment, but probably not perfectly.) If that's taken care of, I'm really not too bothered about how! I am fed up with being stuck at an old version of groff.
If you could get some testcases posted to the bug (and CC'd to me), then I'll make sure that those work. Maybe Ukai-san has a few documents up his sleeve.
I was under the impression that groff needed glyph classes in order to implement kinsoku shori.
That's one way to do it, I'm sure. I was planning on abusing the hyphenation and filling code, but I could always implement glyph classes instead. I'll probably implement the glyph classes, since that needs to be done anyway, and it is the Right Way to do it.
