Agreed; this is what I meant, implicitly. Sorry if it wasn't clear. As an aside, will info 4.8 be required to to read the info files generated by makeinfo 4.8? This should at least give MS-Windows users, who build from CVS, a source for the prebuilt info files, which they can use until a working texinfo 4.8 becomes available.
