For the cases where we have stale peers but active owners we should ask
said owners to clean up the peer lists.
For the cases where we have stale owners seems like this list is the
right place to at least discuss what to do. A plausible place to start
is by asking the still-active peers whether they have opinions. Or just
clearing the owner and making it clear that there are peers but no
current owner.
