In contrast we do have a way for community members to join Slack. It's a
bit more labor intensive than "/join", but the process includes clear
communication about community norms and expectations, clarity around the
CoC and an ability to keep out the jerks.

If the primary concern is IRC spam, then requiring an NDA seems overkill.
There must be a middle ground between "anyone can join a channel" and "you
need to sign an NDA", right? You seem to be suggesting that IRC is already
a lost cause, which seems dangerous since Slack is basically unavailable to
newcomers.

Quick addition to that, having an NDA is not enough to join Slack right
now as outlined here:

While I fully agree with Mike on that this provides clear communication
about community norms and expectations and keeps out the jerks, I also
agree with Dão that there must be a way inbetween. This could, for
example, be handled with a specific Mozillians Access Group, which still
allows accepting to terms and communications around expectations before
somebody joins the group.
