I think not, though I can understand the confusion. I believe this is the difference between the two: The check box in File » Properties » Accounts controls what happens in the current book. The check box in Edit » Preferences » General controls whether that box is checked automatically when you create a new book, and has no impact on the present book. Or at least, that's how I read the wording next to the boxes.
