MS maintains winget. As far as I can tell, they only manage the MS Store
packages.
Independent Software Vendors (ISVs) can publish their own packages,
which is presumably how it got into the winget 'repo' in the first place.
I don't know if the official dev team manages this for GnuCash, or if
that was done by someone else on their own accord.
Perhaps the repo manifest file from the existing version offers a clue
or two. I personally don't use the tool at present so I can't check it
to verify though.
I think it a reasonable first assumption though, to ask on this list.
(or the -dev list)
