The process to valid the features is simple :

1) Tell us the feature you want to be in charge

2) Write on the wiki the way you think follow to developp the feature. The are already a lot of pages in the wiki that deal with thinking about some features and ticket.

3) Once the team valid the way and the details, you could code it.

4) Send us the patch

6) If the patch is correct and respect the GLPI coding standard, it would be integrated.

The Roadmap is not really frozen. It depends also on contributions.
