The same approach taken by the format-patch to use a commit-log message to form the subject and the body should be applicable; as long as the resulting cover letters are made the same way as the normal patch e-mails, it is OK. If both are broken wrt CRLF usage or whatever, as long as they are broken in the same way, we can correct both at the same time ;-)
