java version "1.8.0_211" Profiling the JVM, I've located the issue to be in the JAI-EXT.
With 2.15.1 upgrade, the JAI-EXT operations are enabled by default and disabling seem to greatly improve the performance of WMS GetMap request. With JAI-EXT enabled, a sample WMS GetMap request took about 15 minutes. With JAI-EXT disabled, the same sample WMS GetMap request took about 10 seconds.
