Hi Bob,
at this point I'm not sure about why your system is still not loading the
GDAL libraries.
I'll have to schedule some spare time to try to replicate your issue on my
machine and provide you feedbacks or suggestions.
Before that, last question: Are you running GeoServer as a service?
