Hi thanks for getting back.
I fixed the too large to load issue in web/xml of the tomcat manager app.
I have deleted the application directory a number of times and tried new
deployments often.
But I still get :

class org.geoserver.platform.GeoServerContextLoaderListener
java.lang.RuntimeException: java.io.FileNotFoundException:
security\config.xml (The system cannot find the file specified)
"
The directory structure is"
....\tomcat\webapps\geoserver\data
\security\config.xml
.....
The file permission are set to allow the tomcat user full control if
necessary on the file. I've run the startup batch file as administrator
with no success.
This is a really tedious issue and has about convinced me that there is too
much uncertainty about geoserver in this environment and maybe some
alternatives are needed.
Any and all helpful and not so helpful suggestions will be gratefully
received.
Shouldn't this be simple.
