This isn't true at all - you've got the cart before the horse. The original (U)EFI spec comes from Sun, I believe, with no vfat in sight.

A standards-compliant UEFI firmware MUST BE CAPABLE of booting from (a certain version of) vfat. So if you use a vfat partition the spec says it must work. It doesn't demand you use vfat, so Macs use HFS+ or whatever it is, and there is no reason why eg System7 couldn't write their own firmware to use ext2 or whatever.
