It is my understanding that /usr does *not* need to be on /, only that if you do, you will need an initramfs. Look at http://article.gmane.org/gmane.linux.gentoo.devel/72275 and the thread that followed it. After reading that, and other similar threads, I still don't understand the benefits of a separated /usr. Mounting it read-only seems the only sensible one, and then I think is better to go all the way and mount / read-only. But that's just me: anyway, anyone will be able to keep /usr in another partition if so they desire it. They will only need to use an initramfs.
