I think there is a related point here: when you start with a minimal stable set, it's easy to extend that set later. However, if you attempt to have a (relatively) large stable set, and it turns out later you're not able to maintain it, the situation is much worse because you'd probably have to force downgrades, drop stable keywords, etc.
