Yup. We based the PMS wording upon the Portage documentation and the
commit message that introduced the feature, both of which explicitly
say it's only for /etc/portage/ use, not tree use. Portage's support
for directories like that in the tree is an undocumented fluke caused
by using the same code for user and tree configuration parsing without
adding extra strictness checks for the tree.
