In short: * It's upstream's choice. * <2 is actively maintained and there's no deprectation planned. * It's not a true drop-in replacement, even if it's fully compatible with all packages in the tree. * In some cases, people could get a benefit of using gpg-1, instead of gpg-2. * There's no need of an eselect module, since gpg2 is supposed to be called gpg2 and not just gpg. * Again, it's upstream choice and, after considering the possibilities, there's no major reason for not following it.
