Hi Bertrand,

I agree that we should not make it harder to enter incubator.

However, a podling name search should be lightweight while if a name won't
be approved, the downside is heavy (bother the established community to do
a rename overall).

Thus, considering the downside and the lightweight naming process (with
champion's help, it could be done alongside with proposal reviewing), I'd
suggest we encourage pending podling to go through the naming process
before entering the incubator.
