Graduation doc is there indicating incaubtor- prefix is expected. This is
just a 10s operation on GitHub admin page, not a heavy work. Graduation is
not happening every day, even not every month. Developer don't have to
change remote git, as that redirect forward is supported too.

More importantly, I don't agree this is clear without prefix.

This us serious change, if you inist this is clear, start a vote. A lot of
ppl in this context don't agree too.
