We currently have *two, binding +1 votes* (Henri, Jason) from Incubator PMC members, so *still don't meet the incubator release voting criteria <http://incubator.apache.org/policy/incubation.html#releases>*. I'm asking support from Incubator PMC members to test and vote on the MXNet v1.4.0.rc2 release.
Henri and Kellen - please correct if I interpreted the incubator voting rules wrong and Kellen does count as binding vote as he is ASF member. I didn't count his vote as binding, as he is not part of Incubator PMC (as far I can tell from http://people.apache.org/committer-index.html). I may have misunderstood the rules.
