IMO this is where independence is important. We could require that 3 "organizationally independent" IPMC members review each podling before graduating or retiring. Those people do not need to be project mentors. Having a written report from this graduating evaluation would be good, for example something based on our maturity model [1]. Also useful for the board to decide whether to accept graduation or ask for more details. Apart from that, if an organization donates code via incubation it can IMO actually be beneficial to have one or two mentors who are familiar with the project and its initial community. So maybe define some independence criteria for mentors, but IMO mostly require that independence for whoever reviews and recommends the podling for graduation or retirement.
