Depends on how much of an anarchist one is :-) and what is meant by authority, too, I suppose. But, to answer the question, I would say, no: it does not. Authority that is vested with the power to execute decisions is needed, at least if one is to engage in any kind commerce. Indeed, I’ve long counselled open source groups to form effectively corporate structures with authority characteristics resembling those familiar to the purchasers of proprietary software. A company (public or private sector) that’s always bought from a big single vendor has been shaped by this historical practice and cannot easily change, no matter how free & even good the alternative is.
