Typically, when there are negative votes, the Board will try to figure out what is going on. The PMC (obviously) has not made up its mind as a whole. The votes may be normal, everyday concerns against membership, but it can signal more than that. To put it another way: votes that reach the Board are typically unanimous. Thus, if a vote is *not* unanimous, something funny is going on and should be looked at. If you have a jackass blocking nominations, then the Board will ACK the addition. If there are real concerns, then the Board will hold up.
