I have never been part of an Apache Incubator process, just wanted to
make sure that the proposal contains as much information as possible
from the beginning; but I guess you are right, that would be too detailed.

I think your questions are all valid, but I also think discussing them
in detail now is premature - let's get the podling started, and
address those questions during incubation.
Becoming an Apache project is a process, and entering incubation is
just the first step. Accepting the proposal just means we think it's
worth trying, so we create that podling and see how it works.
The Flex podling will have a lot of work to do until it eventually
reaches top-level project state, and your questions are probably part
of that, but I think it's premature to discuss them in detail now.
