I think your questions are all valid, but I also think discussing them in detail now is premature - let's get the podling started, and address those questions during incubation. Becoming an Apache project is a process, and entering incubation is just the first step. Accepting the proposal just means we think it's worth trying, so we create that podling and see how it works.
