I agree that this would be a worthy goal to pursue, but that would IMO
be a separate Apache or other open source project - the skills
required to work on Flex or on the SWF runtime are quite different
IMO, so I'd see that as a sister project rather than another Flex
module.

I think your questions are all valid, but I also think discussing them
in detail now is premature - let's get the podling started, and
address those questions during incubation.

Becoming an Apache project is a process, and entering incubation is
just the first step. Accepting the proposal just means we think it's
worth trying, so we create that podling and see how it works.

The Flex podling will have a lot of work to do until it eventually
reaches top-level project state, and your questions are probably part
of that, but I think it's premature to discuss them in detail now.
