LO is tied to GPL and can only add more lenient license choices for new contributions to their project. But even if they had free access under Apache 2.0 to OpenOffice or even if Oracle assigned them the copyright directly, they still have the issue of any deltas they have since LO started. GPL was designed to prevent this kind of collaboration.
