We being Sebb and I as members of the Infra team.  You being the folks
on this mailing list.  Infra is responsible for overseeing foundation-wide
policy for releases and more generally distributions.

Members and Directors don't vote on releases, that is the responsibility
of a PMC member.  It is particularly troubling to me that so few folks 
in the IPMC are actually familiar with the foundation's position on
distributions and releases.
