Writing policy in this organization is like trying to get an army of lumberjacks to give you a manicure. Well that's how many PMCs currently operate. If you'd like them to change their ways, seek them out and try to persuade them to change. Short of a hard mandate from the legal team, I doubt you'll have much success.
