Suspension implies wrongdoing and fault, and that this disciplinary
process is temporary

IMO XAP should be archived into an Attic

Oversight on inactive projects does not worry me. The lack of activity
makes this a very easy task.

Oversight problems in the incubator are more likely to occur when a
project is too active for energy available from the mentors.
