Close enough, I suppose. This is not about IP Clearance or code quality. The former is a prerequisite for any release at all, the latter is the project's problem. The Incubator's issue is ensuring that downstream users are aware of the fact that the project is probational, as per the Incubator Disclaimer. We don't want that step to be bypassed merely by the choice of build tool. As noted in other messages, were Maven to finally correct its artifact handling flaws and enforce signing, all of this could be resolved.
