No. Ted is describing the Member case. Non-Members can't ask to be added to the IPMC just like that.... Non-Member Mentors has to be on the IPMC a priori of the mentorship. AFAIU, someone who is not an ASF member and not on the IPMC shall not be suggested as Mentors, as it will be rejected.
