I think cxf is ok -- their file has "incubating" in the name (I downloaded cxf-2.0-incubator-M1.tar.gz). After I unpacked it, the DISCLAIMER at the top level has the standard incubator disclaimer, and the README at the top level also includes the incubator disclaimer.
