I think cxf is ok -- their file has "incubating" in the name (I
downloaded cxf-2.0-incubator-M1.tar.gz). After I unpacked it, the
DISCLAIMER at the top level has the standard incubator disclaimer, and
the README at the top level also includes the incubator disclaimer.

What Jim pointed out was docs/release_notes.txt -- it should probably
include the incubator disclaimer.
